Wordpress.org is my favorite development platform, however, you will need to be a little technical oriented to begin a learning curve. WordPress.com is a little easier to learn and can be efficient and creative.
Joomla requires more learning and time and can be very creative and productive.
In recent years, I have developed more websites with HTML platform because they are easier, faster and require less time and up keep than CMS platforms.
If you want a website with simple information and do not intend to create different styles and pages often, then HTML is an excellent type of platform for a website.
If you want content, management, and will be updating a website often, the best type of platform can be Wordpress.com or Wordpress.org.
You will have to read, search and be informed on hosting companies with different building platforms to create websites when you decide to design or create a website.
